Leeds is prepared to offer around £30 million for Phillips, a fee they believe City would consider to offload the midfielder.
However, City’s interest in Hammers midfielder Lucas Paqueta could complicate matters, as they may want to use Phillips as a makeweight in a potential deal for Paqueta. While City’s hopes of using Phillips in a deal for Paqueta seem uncertain, Phillips’ future at City appears bleak, with no chance of him making the England squad for the upcoming Euro qualifiers.
